Ottawa Police Chief Peter Sloly will not publicly say whether he has ordered a review of the criminal investigation into an assault involving a bylaw officer, despite writing to the victim and telling him the case would be referred to the force’s Professional Standards Section.

Michael Spratt, criminal defence lawyer and outspoken advocate for police reform, said there are occasions where diversion is appropriate for resolving a minor assault — “Think two neighbours who push each other in a parking dispute,” Spratt said.
“But this assault is not minor. And diversion should never be offered for law enforcement officers who commit misconduct at work,” Spratt said. “The bylaw officer was offered diversion because of his position of power and is another example of the systemic issues that are baked into law enforcement. There is no better example of why we need large-scale reform.”
